The Personnel Administration Division is the central body responsible for managing the 16,220 employees working across 127 offices of Tribhuvan University (TU). Its functions are carried out through the following branches:


1. Teachers’ & Staff Post Creation and Management Section

This section oversees the creation and management of teaching and non-teaching staff positions. Its key functions include:

  • Creating posts for teachers and staff as per institutional needs.
  • Transferring posts to offices with staff shortages from those with surplus posts.
  • Arranging appointments for teachers and staff recommended by the TU Service Commission.
  • Facilitating appointments for promoted teachers and staff.
  • Processing transfers of teachers and staff as needed.
  • Maintaining detailed records of all employees working across TU offices.
  • Initiating the process for the TU Service Commission to appoint permanent teachers for vacant posts.
  • Addressing miscellaneous issues related to teachers and staff.

2. Teachers’ & Staff Pension and Gratuity Section

This section manages retirement benefits and other personnel records. Its main responsibilities include:

  • Providing retirement notifications six months in advance.
  • Keeping records of appointments, transfers, promotions, punishments, and leave for teachers and staff.
  • Managing pensions, gratuities, and other retirement-related benefits.
  • Handling other relevant tasks.

3. Internal Administration Section

This section performs tasks related to staff working in the TU Central Office and within the Kirtipur premises, similar to the responsibilities outlined for the Pension and Gratuity Section.


4. Contract Teachers Management Section

This section handles the management of contract and part-time teaching staff. Its duties include:

  • Arranging the appointment of contract or part-time teachers in all TU units.
  • Extending contract periods when necessary.
  • Facilitating paid or unpaid deputations of TU staff to other institutions.
  • Managing gratuity and leave for foreign teachers.
  • Overseeing the internal deputation of teachers and staff (except those in the Central Office).
  • Handling miscellaneous administrative tasks related to contract staff.

5. Action and Reward Section

This section ensures adherence to professional norms and handles recognition of service. Its responsibilities include:

  • Taking action against teachers who violate norms or codes of conduct.
  • Coordinating the process for awarding long-service medals and educational prizes.

6. Registration and Transit Section

This section is responsible for registering and forwarding letters and documents for processing within the division.
