Financial Administration Division

Introduction

The Financial Administration Division (FAD), situated at Kirtipur, Kathmandu is in the central financial authority of Tribhuvan University, under the office of the Registrar charged with the responsibilities of budgeting and accounting system along with managing the overall financial performance of the university. Moreover, the critical role of the division lies in the more rational allocation of the resources; better management of expenditure; enhanced mobilization of both internal and external resources; strengthening the fund capacity. Additionally, this division makes regular financial transactions, and coordinates and controls the economic activities to maintain the financial discipline of the entire university.

Objectives:

This division has the main objective to perform good financial governance in the university to oversees and evaluate the overall financial performance of the university. The specific objectives are:

  • to manage the budgetary system to ensure that the source has been efficiently mobilized and utilized as per the vision of the University.
  • to explore the financial sources and to strengthen the funds for financial sustainability.
  • to establish a Financial Control Mechanism (FCM) for maintaining financial discipline.
  • to maintain Integrated Financial Information Management System (IFIMS) with  particular focus on e-administration technology.

Programs and Services Rendered:

 

The Financial Administration Division is one of the core administrative divisions, responsible for the overall financial administration of Tribhuvan University. This Division specifically performs the following activities:

  • Oversees and evaluates the overall financial performance of the university.
  •  Works for the formulation, implementation, and regulation of budget
  • Plans for the allocation of financial resources
  • Analyses  the financial condition of the University
  • Works for the formulation, implementation, and monitoring of the Financial and Fiscal policy of the university
  • Maintains the financial disciplines and controls revenue leakage;
  • Manages the pension, gratuity, medical facilities, and retirement benefits
  • Formulates financial control mechanisms to regulate the financial activities of Tribhuvan University
  • Designs and implements relevant accounting forms to maintain transparency.
  • Standardizes   accounting systems as well as accounting technology
  • Boosts the financial strategies for strengthening the economic condition of TU
  • Manages and allocates different scholarship schemes for students
  • Launches Programs for human resources development
  • Promotes the financial well-being of its constituent campuses/offices
  • Disseminates  financial reports in an integrated manner.
  • Coordinates with the Office of the Auditor General, Ministry of Finance, Ministry of Education, University Grant Commission, and concerned donor agencies and institutions

Statement of intent and implementation:

This division has ensured the management of qualitative financial performance in accordance with the goal of the university. Most importantly, it focuses on meeting the objectives of this division.

FAD is consistently making efforts to motivate its employees to enhance their skills and efficient services via training, workshop, seminar, and meetings. It also believes on clients' satisfaction is the key factor to strengthen the financial system.
